Embrace the future of e-invoicing compliance: A global perspective

As part of our Navigating Global Tax Compliance webinar series, we recently hosted a round-table discussion to understand the opportunities and challenges facing French, Polish and Spanish businesses ahead of their B2B e-invoicing mandates.

Plus, we also explored a number of other of 2023’s e-invoicing changes and the reactions of several countries to VAT in the Digital Age.

The progress of 2023’s changes: An analysis

Many countries around the globe have announced new mandates or changes to their existing mandates over the course of the last months.

Countries include Belgium, Croatia, Germany, Romania, Spain, Greece, Israel, Saudi Arabia, Singapore and Malaysia.

VAT in the Digital Age: Modernising the VAT reporting obligations

On the 8th of December 2022, the European Commission announced the adoption of a new package, VAT in the Digital Age, an amendment of the VAT Directive 2006/112/EC, based on three pillars. We focus on the second pillar, Digital Reporting Requirements, which involves the two main topics of mandatory intra-community e-invoicing and B2B intra-community digital reporting requirements.

2023 has been a year of feedback and consultation, allowing all European Member States to comment on the Commission's proposal. So far, feedback has mostly centered around the proposal’s timelines, the chosen e-invoicing standard and clearance requirements.

Focus countries: France, Poland and Spain

  • France - In July 2023, the government announced a delay to the start of the country’s B2B mandates. We are told a pilot stage will start at the end of next year, but these dates need to be officially confirmed.
  • Poland - Poland has mandatory e-invoicing on the horizon from the 1st of July 2024. We are already two years into  the testing period. Businesses can test the local platform (KSeF) and adapt their business processes to work in-line with KSeF ahead of the B2B mandate taking effect.
  • Spain - In Spain, we are waiting for the B2B regulations to be approved by royal decree, which may happen towards the end of the year or at the start of 2024.

What to expect next: Regulations in 2024 and beyond

  • Romania - Romania was granted an approval from the European Commission to introduce mandatory e-invoicing from January 2024 until 2026. The mandates are currently due to start in 2024.
  • Germany - Germany has also obtained the derogation to propose their e-invoicing mandates. The mandates are currently due to start in 2025.
